Attribute defines the interface for metadata about an AccessControlRequest attribute and a possible AttributeValue if available. An Attribute is fully-qualified by the following:

• an attribute category (specified as a URI)
• an attribute data type (specified as a URI)
• an attribute identifier (specified as a URI)
